Power Plant Engineering Manager

Location: Houston, TX

Position Summary:

The Power Plant Engineering Manager is responsible for overseeing the Engineering Department and coordinating all engineering support functions for plant operations and maintenance. This includes providing technical support for daily operations, analyzing plant breakdowns, and recommending corrective action. The Engineering Manager also ensures compliance with safety, environmental, and contractual requirements, as well as manages projects and vendors.

The Plant Engineer reports directly to the Power Plant Engineering Manager.

Principal Job Duties and Responsibilities:

  1. Department Head: Establish and organize the engineering group, defining areas of responsibility and performance standards for the following functions:
    1. Engineering
    2. Plant Performance
    3. Operations and Maintenance Support
    4. Safety & Environmental Compliance Support
    5. IT Support (includes DCS)
  2. Evaluate and implement plant specific performance monitoring related to availability improvements and thermal efficiency.
  3. Manage Plant Improvements/Capital Process: Research and evaluate alternatives for equipment and procedure modifications to improve plant safety, availability, efficiency, and environmental performance. Investigate plant problems and incidents, providing analysis, recommendations, and follow-up plans.
  4. Implement and maintain a tracking system for plant issues that impact safety, environmental compliance, equipment condition, budget, or generation.
  5. Identify developing equipment issues using tools and analysis techniques to prevent future forced outages. Assist in developing preventative and scheduled maintenance activities.
  6. Evaluate equipment failures and assist with Root Cause Analysis to prevent reoccurrence. Investigate plant problems, incidents, accidents, and unusual events, providing analyses, recommendations, reports, and appropriate follow-up plans.
  7. Maintain and update plant drawing files and equipment files. Provide input for budgeting engineering expenditures.
  8. Provide technical support for bid preparation and evaluation, and monitor contractor work performance.
  9. Assure IT Administration (including DCS) is completed safely without impacting unit operation.
  10. Interface and support other departments in achieving their goals and objectives, providing technical input as required.
  11. Coordinate with Corporate Engineering, external maintenance and engineering firms, manufacturer sales representatives, and vendors to discuss changes, resolve problems, and exchange information.
  12. Other duties as assigned.
  13. Follow all safety/environmental policies, procedures, and rules and participate in training. Promote EH&S and NERC Compliance through actions and conduct.

Job Qualifications:

  1. Bachelor's Degree in Engineering or equivalent, with a minimum of ten (10) years relevant power plant experience.
  2. Thorough understanding of power plant operations, including knowledge of operations and maintenance components and computer/control systems. Knowledge of chemistry and water treatment programs is required. Basic accounting principles and familiarity with budgets, bid proposals, and contracts are beneficial.
  3. Ability to plan, coordinate, and direct engineering programs and tasks that impact the entire plant operation. Strong analytical and problem-solving skills, ability to manage and motivate team members, and effective communication with managers and employees.
  4. At least 5 years' experience supervising technical, supervisory, and administrative personnel.
  5. Professional Engineering license in the state of Texas is strongly encouraged.
  6. Proficient in reading, writing, speaking, and understanding English.
